General ProvisionsVoters and Procedure
Section § 10000
If you are registered to vote in any part of the area where a local, special, or combined election is taking place, you are allowed to vote in that election.
Section § 10001
This law states that unless another law specifies differently, all statewide special elections in California should be organized and processed in the same way as general elections.
Section § 10002
This law allows a city or district to ask the county's board of supervisors for the county elections official to help conduct their election. The board of supervisors must approve this request. If a city wishes to use county services for election materials, they need to provide their precinct information at least 61 days before the election. The city or district must fully reimburse the county for any election services provided, unless another payment arrangement is made.
Section § 10004
If a special district's leaders don't organize the regular election needed to choose board members, any voter can inform the county's board of supervisors. Once informed, the board can call a special election within the area. This special election must happen within 90 days and be run like a regular election. The district itself has to pay for the election costs.
Section § 10005
This law specifies that local governments in California cannot require people to show ID when voting or submitting ballots at polling places, vote centers, or other ballot locations, unless there is a specific state or federal law that mandates it. The term 'local government' includes any city or county, whether governed by charter or general law.
