Section § 33143
This section explains that the Governor, upon recommendation from the Superintendent of Public Instruction, can appoint five deputy superintendents and five associate superintendents of public instruction. These positions are exempt from the state's civil service rules, meaning they are typically more flexible and not subject to the usual hiring and firing processes. However, appointing these positions cannot lead to an increase in the overall spending of the State Department of Education.
