Section § 360

Explanation

This section provides definitions for terms used in the chapter. 'EL Roadmap Policy' refers to a specific state policy on educational programs for English learners. 'Local educational agency' includes school districts, county offices of education, and charter schools.

For purposes of this chapter, the following definitions apply:
(a)CA Education Code § 360(a) “EL Roadmap Policy” means the California English Learner Roadmap State Board of Education Policy: Educational Programs and Services for English Learners adopted by the state board on July 12, 2017.
(b)CA Education Code § 360(b) “Local educational agency” means a school district, county office of education, or charter school.

Section § 361

Explanation

The California State Department of Education is tasked with creating a statewide implementation plan for the EL Roadmap Policy. To do this, they'll have an advisory committee that includes educators, parents of English learners, and nonprofit groups. The plan needs to clearly explain its purpose, set measurable goals, and ensure it works well with existing state initiatives. It will provide guidance to local agencies and establish a monitoring system. By November 1, 2026, the department will report the plan to the Legislature and will continue to update them annually on the progress and involvement of local educational agencies starting January 1, 2027.

(a)Copy CA Education Code § 361(a)
(1)Copy CA Education Code § 361(a)(1) The State Department of Education shall develop a statewide implementation plan for the EL Roadmap Policy.
(2)CA Education Code § 361(a)(2) In developing the statewide implementation plan, the department shall convene an advisory committee with representation from all of the following:
(A)CA Education Code § 361(a)(2)(A) Local educational agencies.
(B)CA Education Code § 361(a)(2)(B) Teachers who teach pupils in preschool, transitional kindergarten, kindergarten, or any of grades 1 to 12, inclusive.
(C)CA Education Code § 361(a)(2)(C) Parents of pupils who are English learners.
(D)CA Education Code § 361(a)(2)(D) Nonprofit organizations with experience in implementing the EL Roadmap Policy.
(b)CA Education Code § 361(b) The statewide implementation plan shall include all of the following:
(1)CA Education Code § 361(b)(1) A brief summary at the beginning of the plan that states why the statewide implementation plan is being created and its importance to bring awareness, a sense of urgency, and opportunity as it relates to the plan.
(2)CA Education Code § 361(b)(2) Clear and measurable statewide goals of implementation.
(3)CA Education Code § 361(b)(3) Alignment and coherence across state initiatives that reflect the EL Roadmap Policy and principles.
(4)CA Education Code § 361(b)(4) How to incorporate the EL Roadmap Policy meaningfully within the statewide system of support established pursuant to Section 52059.5.
(5)CA Education Code § 361(b)(5) Guidance for local educational agencies to incorporate and build alignment and coherence at the local level across programs and services.
(6)CA Education Code § 361(b)(6) A system of monitoring and accountability of the implementation of the department’s plan.
(c)CA Education Code § 361(c) Notwithstanding Section 10231.5 of the Government Code, the department shall submit a report with the statewide implementation plan for the EL Roadmap Policy to the appropriate policy and fiscal committees of the Legislature on or before November 1, 2026.
(d)CA Education Code § 361(d) Notwithstanding Section 10231.5 of the Government Code, the department shall submit an annual progress report to the appropriate policy and fiscal committees of the Legislature commencing January 1, 2027, that identifies local educational agencies that engaged in the implementation of the plan, including, but not limited to, local educational agencies that contacted the department for assistance in implementation and those that offered professional development opportunities to assist educators in implementing the plan.
