The provisions of this act may be amended by a statute that becomes effective upon approval by the electorate or by a statute passed by a majority vote of each house of the Legislature and signed by the Governor.

This section explains that the law can be changed in two ways: either the voters approve a change, or the state legislature approves it with a majority vote in both houses, and then the Governor signs it.
