Section § 12532
In California, you can't run a business as a service agency unless you're registered with the Secretary of Food and Agriculture and have paid the necessary fees. You also must list your service agents and pay any associated fees. Only certified service agencies or sealers can officially set up devices, though utilities like gas and water are mostly exempt. If there's a change in your business's legal status, you need a new registration. Your agents represent your business and you're responsible for their actions. If you find a device altered for fraud, you have to report it within 24 hours and hand over any fraudulent equipment.
Section § 12533
This law says that before a service agency can get its registration or keep it current, they have to do a few things. First, they need the right equipment to test devices to meet certain standards, as detailed in specific regulations and standards by California and the National Institute of Standards and Technology. Second, every agent who works for them must have a valid service agent license. Lastly, they need to have an up-to-date copy of the Field Reference Manual with the relevant regulations.

Starting from January 1, 2001, agencies that provide services must use specific standards that are clearly marked and unique, which have an up-to-date certificate of accuracy from the appropriate department or a certified lab, to check if a device is working properly.
