Section § 22435
This section defines key terms related to the use of carts and parking areas. A 'shopping cart' is a wheeled basket used by customers in a retail store to move goods. A 'laundry cart' is similar but used in laundromats for carrying fabrics and cleaning supplies. 'Parking area' refers to any lot or space that a retailer provides for customers to park vehicles.
Section § 22435.1
This law requires that shopping carts or laundry carts must have a sign that clearly shows who owns them, how they can be properly taken off the premises, warns that taking them without permission is against the law, and provides contact information for returning them if taken.
Section § 22435.2
This law makes it illegal to take, possess, alter, or abandon a shopping or laundry cart from a store's property with the intent to keep it away from the store owner. If the cart has certain identification like a sign, it is prohibited to remove it from the store or parking area, change its serial numbers, or tamper with it in any way that shows intent to deprive the owner of their cart. Even possessing such a cart off the store premises falls under this rule if the intent is to deny the retailer their cart.

If a person breaks any rules in this article, they're committing a misdemeanor, which is a less serious crime. But, this doesn't stop other laws from being used to charge someone with theft if what they did also counts as stealing.
