The bureau shall establish rules and regulations controlling the estimates given by a household mover to a shipper of the charges the household mover would make to perform services covered by this chapter. All household movers
shall observe those rules and regulations and the failure to do so is unlawful. The bureau shall make such rules and regulations as are necessary to the application and enforcement of rules and regulations established pursuant to this section.

This law requires the bureau to create rules for how household movers estimate the cost of their services. Movers must follow these rules, and not doing so is illegal. The bureau is responsible for making sure these rules are applied and enforced properly.
