Private Security ServicesExpiration and Renewal of License
Section § 7586
If you have a license or certificate to operate as a private patrol operator, qualified manager, or branch office, it will expire two years after it's issued unless you renew it. To renew an unexpired qualified manager certificate, you'll need to fill out a form, pay any fines, and cover the renewal fee. If your certificate has expired, you must also pay a late fee. These requirements will start being enforced on January 1, 2025.
Section § 7586.1
To renew a license or certificate before it expires, you need to fill out a specific form provided by the director and pay the necessary fee. Once renewed, you'll receive proof of renewal and, for certain people, pocket cards. However, you can't renew if you have outstanding fines that haven't been paid or resolved.
Section § 7586.2
You can renew an expired license or branch office certificate within three years of its expiration in California. To do so, you must submit a renewal application using the director's form and pay the renewal fee. If your renewal is more than 30 days late, you'll also need to pay a late fee. The renewal becomes effective when you complete the last required step, and it extends your license or certificate validity until the next expiration date. Importantly, even if renewed, the license or certificate holder can still face disciplinary actions for past misconduct.
Section § 7586.3
This law says that if your license, branch office certificate, or qualified manager certificate is suspended, you can still renew it as usual. However, even if renewed, you cannot perform any activities related to that license or certificate while it remains suspended until it is officially reinstated. Additionally, you cannot do anything that goes against the order or judgment that suspended it. This rule will start being enforced on January 1, 2025.
Section § 7586.4
If a person’s professional license or certificate is revoked, it will still expire like normal, but it can’t be renewed. If they want to get it back after it’s expired, they must pay a fee equal to the renewal fee at the time it was revoked, plus any late fees. This rule starts being in effect on January 1, 2025.
Section § 7586.5
If a license or branch office certificate isn't renewed within three years after it expires, you can't renew or reinstate it. Instead, you have to start over and meet all the original requirements to get a new one.
