Section § 9889.15

Explanation

This section specifies that the terms “station,” “licensed station,” and “licensed adjuster” mean exactly what they’re defined as in another part of the law, starting at Section 9888.1.

As used in this article, “station,” “licensed station,” and “licensed adjuster” have the same meaning as defined in Article 6 (commencing with Section 9888.1).

Section § 9889.16

Explanation

If you take your vehicle to a licensed station and their licensed adjuster finds that your vehicle's lights or brakes meet the legal standards, they can give you a certificate of adjustment when you ask for it. This certificate will include details like the date, your vehicle's make and registration number, your name, and the station's official license information.

Whenever a licensed adjuster in a licensed station upon an inspection or after an adjustment, made in conformity with the instructions of the bureau, determines that the lamps or the brakes upon any vehicle conform with the requirements of the Vehicle Code, the adjuster shall, when requested by the owner or driver of the vehicle, issue a certificate of adjustment on a form prescribed by the director, which certificate shall contain the date of issuance, the make and registration number of the vehicle, the name of the owner of the vehicle, and the official license of the station.

Section § 9889.19

Explanation

This law allows the director to set a fee for certificates related to lamp and brake adjustments, which licensed stations can then sell. The fee must be regulated and should not lead to revenue exceeding the bureau's total cost to manage this chapter. Licensed stations must charge the same fee amount that the director sets.

The director may charge a fee for lamp and brake adjustment certificates furnished to licensed stations. The fee charged shall be established by regulation and shall not produce a total estimated revenue which, together with license fees or certification fees charged pursuant to Sections 9886.3, 9887.2, and 9887.3, is in excess of the estimated total cost to the bureau of the administration of this chapter. The fee charged by licensed stations for lamp and brake adjustment certificates shall be the same amount the director charges.

Section § 9889.19

Explanation
This section of the law will only be in effect until six months after new regulations are put into place by the director, starting from Section 9888.5. After that, it will no longer apply.
This article shall remain operative only until six months after the effective date of the regulations adopted by the director pursuant to Article 6.5 (commencing with Section 9888.5) and as of that date is repealed.
