This law is designed to protect the public by preventing monopolies and promoting fair competition. It does this by banning practices that are unfair, dishonest, deceptive, destructive, fraudulent, or discriminatory, which can undermine or eliminate honest competition.
The Legislature declares that the purpose of this chapter is to safeguard the public against the creation or perpetuation of monopolies and to foster and encourage competition, by prohibiting unfair, dishonest, deceptive, destructive, fraudulent and discriminatory practices by which fair and honest competition is destroyed or prevented.

This law section means that the rules in this chapter should be interpreted in a way that most effectively achieves their positive goals and benefits.
